The term was coined by Susie Faux–a London boutique owner in the 1970s–to describe a minimal collection of evergreen essential pieces that can be added to by seasonal items.

The concept was popularized in 1985 by Donna Karan, an American designer whose show consisted of runway models who wore the same simple base layer, and added new layers to create looks.

Since then, the term has been adopted and adapted by all manner of style bloggers to define the minimum number of clothes to get the maximum style options.
